The Stairs of Gibraltar

Mike looked for the cache by the "rock of Gibraltar" but the guy listed the coordinates at the rock and in the hint said now turn around and look for it by the stairs! They were neat old stairs in a tiny park that was no wider than the pathway leading to the lake with a big rock overlook at the end.
